Every professional boxing tournament in Zambia runs under the Professional Boxing and Wrestling Control Act, Chapter 156, which puts a statutory board between a promoter and a ring.
The Act creates the Zambia Professional Boxing Control Board, five members appointed by the Minister, one of them named as chairman. Members serve terms of up to three years and are unpaid, with expenses covered. That structure is set out in the Act itself rather than in the Board’s own rules, which is why it does not change when the Board does.
Four things the Board registers
Boxers, officials, managers and promoters all hold certificates of registration, at 16 fee units for a boxer, 24 for an official, 80 for a manager and 160 for a promoter. Officials here means referees, judges, timekeepers and announcers, so the people scoring a fight are licensed on the same register as the people in it.
Every certificate expires on the 31st of December following the date it was issued. That single line is why January matters in Zambian boxing administration: the whole register turns over at once, and anyone who has not renewed cannot take part.
What a promoter has to do around a card
A promoter needs a licence from the Board before staging a tournament. The application carries the fighters’ contracts, medical fitness certificates, the arrangements for the event and samples of the advertising, and where fixed purses have been agreed the Board can require a deposit. The local police authority must be notified at least three days before the date.
The paperwork does not stop when the last bell goes. Within fourteen days of a tournament the promoter has to file an audited and certified balance sheet and statement of account with the Board, showing income, expenditure and the vouchers behind both. Staging a card without a licence, or taking part unregistered, is an offence carrying a fine or up to twelve months.
Where the world bodies fit
A sanctioning body sits on top of this rather than replacing it. WBC International title fights have been staged in Lusaka in both 2025 and 2026. In each case the belt and the ranking came from the WBC, while the licence to hold the tournament came from the Board. A Zambian fighter chasing a world ranking deals with two systems at once, and only one of them is written into Zambian law.
